I'd recommend installing the "ClickOnce" package that's already compiled for you, it'll install automatically without a need to build the EXE yourself.

The tapper tool must be running on the same host computer as your Windows Phone 8 emulators

When you first launched the tapper tool, it should have popped up with a Windows Firewall exception prompt as mentioned in the getting started guide. You'd need to have selected ALL 3 checkboxes on this popup and allowed the exception, by default only one checkbox is checked. If you missed this you'll need to go to the Windows Firewall control panel and add the firewall exception manually, you can browse to the proximitytapper.exe and except it from the firewall for all 3 network types.

To manually add the device you'll need to make sure you have the correct IP address, be aware that the Windows Phone 8 emulator actually has 2 different IP addresses, did you try with both of them?
