The Windows.Networking.Proximity APIs are built for UTF8 strings.
For example, ProximityMessage.DataAsString can only be used for UTF8 strings. In order to use messages received from Proximity Tapper, the data must be turned into a byte array, and then encoded as UTF-16, so it can be used.
It would be nice if you could provide a drop-down or check box that allowed you to specify the encoding, which would more accurately represent the multiple ways data can be stored on NFC tags or other devices.
